The November 2, 2023, Joint Meeting of the California Air Resources Board (CARB or Board), the California Transportation Commission (Commission), and the California Department of Housing and Community Development (Department) will be held at 4001 Iowa Avenue in Riverside, with remote participation available to the public. To only watch the Board Meeting and not provide verbal comments, please view the webcast. If you do not wish to provide verbal comments, we strongly recommend watching the webcast as this will free up space on the webinar for those who are providing verbal comments. Please do not view the webcast and then switch over to the webinar to comment as the webcast will have a time delay; instead, register to participate via the Zoom webinar.
Public Comment Guidelines and Information
There will be a two-minute time limit on verbal comments; however, the amount of time could change at the CARB Chair’s discretion.
In-person speakers signed up to comment will be called upon first, followed by public Zoom and phone participants wishing to comment.
The CARB Chair may close speaker sign-ups 30 minutes after the public comment portion of an item has begun.

California Government Code section 14516 directs the Board, Commission, and Department to meet at least twice a year to coordinate implementation of policies that jointly affect transportation, housing, and air quality. This meeting will focus on California’s interagency implementation of the Climate Action Plan for Transportation Infrastructure and planning for sustainable communities.

Opening Remarks
Leadership from the Board, Commission, and Department will provide opening remarks to start the Joint Meeting.
Item 1: Progress Report on Interagency Coordination
Presentation: CARB
The Board, Commission, and Department will hear a presentation by CARB staff describing work that staff from the three agencies have been undertaking in response to previous Joint Meetings.

Item 2: Draft Annual Progress Report on Implementation of the Climate Action Plan for Transportation Infrastructure
Presentation: California State Transportation Agency
The Board, Commission, and Department will hear a presentation by the California State Transportation Agency describing the status of the Climate Action Plan for Transportation Infrastructure implementation, to review progress and accomplishments. The Board, Commission, and Department may discuss outcomes in order to continue advancing the State’s climate, health, and equity goals.
Public Comment:
There will be a comment period to allow interested members of the public to address the Board, Commission, and Department with comments related to Item 2.
Item 3: Planning for Sustainable Communities
Presentations: California Department of Housing and Community Development, California Transportation Commission, and the Southern California Association of Governments
The Board, Commission, and Department will hear and may discuss presentations by the California Department of Housing and Community Development, the California Transportation Commission, and the Southern California Association of Governments, about how regional planning can better advance multiple State goals for housing, transportation, climate, and air quality.
