The Cargo Tank Vapor Recovery Program is responsible for ensuring the reduction of Volatile Organic Compound (VOC) emissions from gasoline cargo tanks. Vapor recovery systems on cargo tanks capture the emissions that are produced during the transportation and delivery of gasoline.
These systems are required by the California Health and Safety Code (HSC) §41962 to be annually certified by the California Air Resources Board (CARB). A cargo tank may not be legally operated unless it is maintained in accordance with the ARB's regulatory requirements.
