The Cap-and-Invest Program includes a newly adopted mechanism to accelerate industrial decarbonization. The Manufacturing Decarbonization Incentive (MDI) allocation provides additional allowances to covered sectors for a limited scope of projects as detailed in the Cap-and-Invest Regulation. MDI allocation complements the existing product-based allowance allocation framework and is designed to mitigate emissions leakage and accelerate industrial emissions reductions in support of California’s greenhouse gas (GHG) emissions reduction targets.
Details about MDI can be found in Section 95891(g) of the Cap-and-Invest Regulation.
On October 26, 2026, CARB issued a Request for Information (RFI) on MDI. Through this RFI, CARB is inviting input and recommendations from interested parties regarding implementation of the MDI, including input on the direction provided in BR 26-7. Input will also help inform a future public workshop.
The RFI and public comment docket can be found below.
