CARB’s oil and gas enforcement team,in collaboration with air districts, is tasked with enforcing the Greenhouse Gas Emission Standards for Crude Oil and Natural Gas Facilities, known as CARB’s Oil and Gas Methane Regulation or COGR. COGR aims to reduce greenhouse gas (GHG) emissions from crude oil and natural gas facilities, which emit methane, volatile organic compounds (VOCs), carcinogens, and other harmful air pollutants. The regulation includes methane emission standards, leak detection and repair (LDAR) requirements, and reporting obligations.
In addition to working with air districts, COGR is enforced through collaboration with federal, state, and local government agencies, as well as community groups. This collaborative approach tailors enforcement strategies to address the unique concerns and needs of each community. By fostering a culture of compliance, accountability, and environmental stewardship, the program significantly contributes to accelerating California's journey toward decarbonization.
