In accordance with recently enacted legislation, Assembly Bill 361 (Chapter 165, Stats. of 2021) the October 28, 2021, meeting of the California Air Resources Board will not have a physical location open to the public. It will be a remote-only meeting conducted via a web-based videoconferencing service called Zoom. Members of the public who wish to comment verbally can register for the webinar.

Alternatively, during the Board Meeting, members of the public can offer verbal comments by calling in via telephone. Members of the public do not have to register beforehand if they call in using the number below.

21-11-1: Public Meeting to Hear an Informational Update on the Intergovernmental Panel on Climate Change Sixth Assessment Report: Findings and Implications for California
The Board will hear an update on the latest assessment of the scientific basis of climate change from the Intergovernmental Panel on Climate Change Sixth Assessment Report (IPCC-AR6), 2021. Topics to be covered include the improved understanding of human influence on a wider range of climate characteristics, including extreme events on both global and regional scales, with an emphasis on the implications for California and national action on climate change.
21-11-2: Public Meeting to Consider the 2020 Mobile Source Strategy
The Board will consider approval of the 2020 Mobile Source Strategy. The 2020 Mobile Source Strategy takes an integrated, scenario planning approach to determine the pathways forward for the various mobile sectors necessary to achieve California's air quality, climate, and community risk reduction targets.

21-11-3: Public Meeting to Receive Informational Update on Assembly Bill 617 Community Air Protection and Air Toxics Programs
The Board will hear an informational update on progress and lessons learned to date from implementation of various aspects of the AB 617 Community Air Protection and Air Toxics Programs through two panels of invited speakers and CARB staff. The first panel will include Air District representatives, Community Steering Committee leaders, and Community Air Grantees and Supplemental Environmental Project recipients. The second panel will feature CARB staff representing Air Toxics, Enforcement, Office of Community Air Protection, and other programs.

Opportunity for Members of the Board to Comment on Matters of Interest
Board members may identify matters they would like to have noticed for consideration at future meetings and comment on topics of interest; no formal action on these topics will be taken without further notice.
Open Session to Provide an Opportunity for Members of the Public to Address the Board on Subject Matters within the Jurisdiction of the Board
Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board’s jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of three minutes to ensure that everyone has a chance to speak. The public will also have an opportunity to submit written comments for open session the morning of the Board Meeting.
