The Community Outreach and Enforcement (COES) team coordinates within CARB and with external agencies, community-based organizations, industry and other stakeholders to implement and promote CARB’s Environmental Justice (EJ) and Supplemental Environmental Project (SEP) programs and initiatives, including the Community Air Protection Program established through AB 617.

In response to Assembly Bill (AB) 617, CARB established the Community Air Protection Program (CAPP or Program). The Program’s focus is to reduce exposure in communities most impacted by air pollution. Communities around the State are working together to develop and implement new strategies to measure air pollution and reduce health impacts. COES is tasked with coordinating CARB enforcement efforts in the AB617 communities.
