Meeting Background
The California Air Resources Board (CARB) hosted a public Truck Regulation Implementation Group (TRIG) meeting to discuss the Advanced Clean Fleets (ACF) outreach. This was the second meeting of the Outreach Workgroup. The agenda of the meeting was:
- Agenda
- Review draft of Important Compliance Dates Calendar
- Brainstorm ideas for a Reporting Toolkit (Suggestions on what topics to include in the reporting toolkit and videos)
- Prioritize easy to understand graphics/visuals to help explain components of ACF (milestones options for fleet percentages, vehicle groups, funding, etc.)
- Suggestions for ACF Q&A Sessions (Drayage, HPF, SLG, provisions, milestones options, etc.)
- Compliance Dates Calendar Suggestions
- It was suggested to color code the compliance dates calendar so that each regulation has a different color.
- A suggestion was received to translate the compliance dates calendar to Spanish.
- A suggestion was received to have different compliance dates calendars for different regulations.
- A suggestion was received to make the compliance dates calendar available for download.
- The Outreach members group decided that it was better to post the calendar now and make changes/updates at a later date.
- Outreach Methods
- CARB staff talked about the Truck Upload Compliance Reporting System (TRUCRS) and a preview of an updated user guide location was shown, information on a large fleet upload tool in the TRUCRS system was also shown, and a fact sheet on the milestones option with pictures of vehicles was viewed. CARB staff informed everyone that more fact sheets are coming.
- CARB staff suggested that they are working on reporting toolkit, that can be used by the public.
- CARB staff informed everyone that a flow chart to help determine appliable vehicles is in the works.
- An outreach group member suggested that a model year fact sheet would be helpful. CARB staff informed group the that a vehicle useful life chart is available to help with model year.
- An outreach group member informed everyone that HTA developed a chart that shows deadline by engine model year.
- Closing comments
- CARB staff informed attendees, that links to the following webinar recordings for Drayage, High Priority Fleets, and State and Local Government Fleets are available on the ACF webpage.
- CARB is looking for new suggestions ways to inform people about educational materials.
- CARB is looking for suggestions to inform the community about steps needed for infrastructure.
Meeting Summary
During this meeting CARB staff review a draft calendar of important upcoming compliance dates. A few suggestions from the TRIG members for the calendar included adding important dates for other regulations, color code for different regulations, include links and link it to other CARB regulation pages. TRIG members concluded to have the calendar published sooner and then make updates later. CARB staff talked about a few resources that are available on the CARB website. Those resources include an updated TRUCRS reporting system user guide. A large fleet upload tool in the TRUCRS reporting system, and an ACF fact sheet that talks about the different vehicle body types for the ACF milestones option. A TRIG member talked about a flow chart that would help walk you through the Truck and bus regulation. CARB informed everyone that a reporting toolkit and a flow chart is being developed to assist folks with vehicle applicability. During the closing comments CARB informed everyone that webinars on ACF and its components are available on the CARB website. CARB staff also informed everyone that they are accepting suggestions for new ways to inform people about education materials and ways to inform people about the steps needed for infrastructure. Some suggestions provided from the TRIG members included commercials for TV and YouTube adds. Members provided comments for future meetings. The comments and suggestions from members included easy to understand diagrams of vehicles, a resource tool kit, and helpful videos.
