Clean Truck Check applies to vehicles that operate on California public roads and highways, are non-gasoline, and exceed 14,000 pounds manufacturer’s GVWR (gross vehicle weight rating). California Department of Motor Vehicles (CA DMV) automatically places registration holds on vehicles that are subject to Clean Truck Check that are non-compliant.

Zero-Emission Heavy-Duty Vehicles
- Definition: Zero emission vehicles are those that have zero tailpipe emissions fuel or technology (i.e., battery electric or hydrogen fuel cell) do not include alternative fuels (e.g., natural gas, propane, ethanol, methanol, or other non-diesel or non-gasoline fuel).
- Verification: Vehicle Identification Number (VIN) decoder and DMV data.

Authorized Emergency Vehicles
- Definition: Vehicles that meet California Vehicle Code section 165 or California Health and Safety Code section 1797.84.
- Verification: VIN decoder and DMV data.
- Note: Authorized emergency vehicles may need to be reported in CTC-VIS. Please email hdim@arb.ca.gov if you need assistance or have a registration hold.
Military Tactical Vehicles
- Definition: Vehicles operated by the military as described in Title 13, California Code of Regulations, section 1905.
- Verification: Confirmation that these vehicles are owned by the U.S. Department of Defense and/or the U.S. military services and used in combat, combat support, combat service support, tactical or relief operations, or training for such operations.
Non-CA Registered Motorhomes
- Definition: Motorhomes that are registered outside of California DMV.
- Verification: Motorhomes not registered in CA DMV.
CARB-Issued Experimental
- Definition: Vehicles operating under a CARB-issued experimental permit as authorized by California Health and Safety Code section 43014.
- These permits are rarely issued for the testing of experimental motor vehicle pollution control devices installed in used motor vehicles, or for the testing of experimental or prototype motor vehicles which appear to have very low emission characteristics.
- Verification: Provision of a CARB-issued experimental permit from the vehicle owner.
Historical Vehicles
- Definition: Vehicles issued a permanent Historical Vehicle License Plate as authorized by California Vehicle Code section 5004.
- Verification: Historical vehicle designation in CA DMV.
Executive Order Vehicles
- Definition: Any out-of-state vehicle operating pursuant to an Executive Order or Emergency Declaration by the Governor of California for 30 calendar days from the first day of operation under these emergency orders.
- Verification: Provision of dispatch records and other supporting documentation verifying the vehicle is being used to support emergency operations for a specified time
