Virtual Public Workshop: 2026 SB 375 Regional Target Update and Updates to CARB's Sustainable Communities Strategy Evaluation Process

CARB staff have drafted materials related to one of the medium-term topics discussed in the January public workshop, "CARB-MPO Exchange and Submittal Process," as part of the SCS Evaluation Guidelines. The memo below presents the proposed revisions to this topic in Chapter VIII of the 2019 Evaluation Guidelines. In this workshop, CARB staff discussed and gathered public comments and/or suggestions on proposed medium-term changes to the CARB SCS Evaluation Guidelines. Virtual Public Workshop: Updates and Clarifications to the SCS Evaluation Process

The California Air Resources Board (CARB or the Board) hosted a virtual workshop for the public on January 16, 2024 to learn about CARB’s approach to evaluating sustainable communities strategies during the 4th Cycle and to discuss its process for updating the Sustainable Communities Strategy Program and Evaluation Guidelines (Guidelines) moving forward.

2019 Final Sustainable Communities Strategy (SCS) Program and Evaluation Guidelines

The California Air Resources Board (CARB) staff published the 2019 Final Sustainable Communities Strategy (SCS) Program and Evaluation Guidelines in November 2019. These Guidelines outline how CARB evaluates Metropolitan Planning Organization’s (MPO) SCSs pursuant to the Sustainable Communities and Climate Protection Act of 2008 (SB 375). These new guidelines updated the Sustainable Communities Strategy review methodology, Description of Methodology for CARB Staff Review of Greenhouse Gas Reductions from Sustainable Communities Strategies (SCS) Pursuant to SB 375, which was published in July 2011.
