California Air Resources Board

The Zero-emission Vehicle (ZEV) Equity Task Force will bring together leaders in zero-emission transportation such as environmental justice advocates, automakers, state government, and other key organizations to develop strategies to expand communities’ access to ZEVs and zero-emission mobility.  

Background 

As California moves toward the requirement that all new cars sold be zero emissions by 2035, it is critical to prioritize clean transportation solutions that are accessible to all Californians, particularly those in over-burdened communities that are disproportionately impacted by air pollution.

The ZEV Equity Task Force is being formed in response to direction from the California Air Resources Board (CARB or the Board) members through the language in the Advanced Clean Cars II Regulations Resolution 22-12 to “expand low-income and disadvantaged communities’ access to ZEVs and zero-emission mobility.”

Be it further resolved that the Board directs the Executive Officer to continue to work with vehicle manufacturers and equity and environmental justice advocates, starting no later than January 1, 2023, to develop and, where appropriate and by July 1, 2025, begin to implement strategies, including incentives, transportation-system-based, and regulatory strategies, to further expand low-income and disadvantaged communities’ access to ZEVs and zero-emission mobility. 

The overarching goal of the Task Force is to foster partnerships that will enable progress in expanding access to ZEVs and zero-emission mobility in low-income and disadvantaged communities through on-the-ground projects, policies, or programs. At the first meeting of the ZEV Equity Task Force, we will discuss the goals of the Task Force and collectively determine project or policy ideas the group should prioritize and identify partners to help advance those ideas.
