Background

Clean Cars 4 All (also known as the EFMP Plus-up Pilot Project) was established by Assembly Bill 630 (Cooper, Chapter 636, Statutes of 2017) and provides incentives for lower-income consumers living in and near disadvantaged communities who scrap their old vehicles and purchase new or used hybrid, plug-in hybrid, or ZEV replacement vehicles. Furthermore, participants can choose an alternative mobility option such as an electric bike and accessories, a voucher for public transit, or a combination of clean transportation options allowed under the program in lieu of purchasing a replacement vehicle. In addition, buyers of plug-in hybrid-electric vehicles (PHEVs) and BEVs are also eligible for home charger incentives or a charge card. Participants must have a household income of less than 400 percent of the federal poverty limit and live in a ZIP Code containing a disadvantaged community census tract.

CC4A has historically been limited to the five largest air districts that currently has over one million people and CARB is committed to the expansion of the CC4A program beyond this current limitation. The budget summary for fiscal year 2021-2022  allocates $400 million over three years for the statewide expansion of CC4A and EFMP as wells as a suite of other clean transportation equity projects. As such, CARB would need to modify the program guidelines to enable this change.
