2019 South Coast 8-Hour Ozone SIP Update

In 2007, CARB submitted the South Coast 2007 Air Quality Management Plan (AQMP) that demonstrated attainment of the 1997 8-hour ozone standard by 2023. In the 2016 AQMP, the District revised its attainment demonstration to achieve the 1997 standard in 2023. The revised attainment demonstration relied on section 182(e)(5) future technology provisions provided in the Clean Air Act and included a commitment to submit contingency measures for those provisions three years prior to the attainment date of 2023. The South Coast 8-Hour Ozone SIP Update, otherwise known as the 2019 Contingency Measure Plan for the 1997 Ozone Standard, satisfies the CAA section 182(e)(5)(B) contingency submittal requirement. On December 12, 2019, the Board adopted the 2019 Contingency Measure Plan.
As a result of ongoing collaboration between CARB, the District, and U.S. EPA, CARB and the District are confident that U.S. EPA is committed to being a partner in our mission to provide clean air for residents of the South Coast. As such, CARB withdrew the 2019 Contingency Measure Plan on July 22, 2024.
