California Air Resources Board

The California Global Warming Solutions Act of 2006 (AB 32) requires California to reduce its greenhouse gas emissions to 1990 levels by 2020. Pursuant to AB 32, CARB must adopt regulations to achieve the maximum technologically feasible and cost-effective greenhouse gas emission reductions. The Regulation to Reduce Greenhouse Gas Emissions from Semiconductor Operations applies to owners or operators of semiconductor or related device operations that use greenhouse gases or heat transfer fluids. 

The Board approved the regulation in February 2009 and the regulation became effective January 2010. The regulation includes emission standards, and reporting and recordkeeping requirements. The emission standards apply to semiconductor operations that emit more than 0.0008 million metric tons of carbon dioxide equivalent per calendar year. The reporting and recordkeeping requirements apply to all semiconductor operations in California.

Annual greenhouse gas emissions report must be submitted by March 1^st of each calendar year that quantifies carbon dioxide equivalent emissions occurring in the previous calendar year.
