About
Planning and Capacity Building projects are intended to increase transportation equity in disadvantaged and low-income communities by improving the local understanding of residents’ transportation needs, helping develop organizational and community capacity-building so communities are ready to plan for clean transportation solutions, and preparing communities to implement community-identified projects that fill transportation gaps and improve clean transportation access.
Planning and Capacity Building (also called "Planning" for short) as a dedicated funding category began with an initial $5 million allocated in Fiscal Year 2022-23. In 2023, CARB released a joint competitive Request for Applications (RFA) for Planning, Clean Mobility in Schools (CMIS), and Sustainable Transportation Equity Project (STEP) applications. Ultimately, CARB awarded $3.1 million to 7 Planning Grants, listed below.
Before Planning became its own dedicated funding category, CARB funded planning and capacity building projects through STEP and Clean Mobility Options Community Transportation Needs Assessments. To view Planning and Capacity Building Projects funded through these incentive projects prior to 2023, see the CMO Project List and the STEP Project List.
