The Clean Off-Road Equipment Voucher Incentive Project (CORE) is a multi-million dollar incentive project intended to encourage California off-road equipment users to purchase or lease currently commercialized zero-emission off-road equipment. This streamlined voucher incentive project helps offset the higher cost of zero-emission technology with a point-of-sale discount. There is no scrappage requirement, and additional funding is available for charging and fueling infrastructure, equipment deployed in disadvantaged communities, and small businesses. Demand for funding in CORE has been high, and the project has been oversubscribed each funding cycle since it first opened for voucher requests in 2020. The CORE project has also witnessed an increase of zero-emission off-road equipment, with eligible equipment types increasing 1,400%, number of dealers increasing 430%, and 270% more original equipment manufacturers. The CORE project is open year around to add more zero-emission off-road equipment to the eligible catalog.
