Information submitted must be true, accurate, and complete. Within 30 days of a change in ownership or compliance status, the new information must be entered in the ARBER system. This includes updates to the company profile and primary contact information. Failure to report updates or submittal of false information is a violation of State law subject to civil and criminal penalties.
All fields with an asterisk (*) are required fields.

Owner Information
Date Unit was Purchased, Rented, or Leased*
Enter the date you purchased, rented, or leased your TRU or TRU generator set.
If you are updating a TRU or TRU generator set registration which was registered in ARBER before September 30, 2022, you will see a date of 01/01/0001. You must update this date to complete updating the application.
I am the owner of this equipment (or employee of the owner).
This is the default for this field. If you are not the registered owner of this transport refrigeration unit (TRU) or TRU generator set, see below. "Owner" is defined in the TRU Airborne Toxic Control Measure (ATCM).
I am entering this information for the Owner and I have a Third Party Agreement in place (Consultant or Lessee).
Select this option if you are not the registered owner. If you are not the registered owner of this equipment you must have a third-party agreement in place in order to enter information for the registered owner.
Users who are entering information for the registered owners are known as "delegates." Delegates must provide certification information to the registered owner of the equipment. Third party agreement forms are available on the TRU forms page. These forms must be received by CARB 10 days prior to registering information on the equipment.
Owner's Tax Identification Number
Required only if you are not the owner of this equipment. Enter the Tax-ID/Federal Employer Identification Number (EIN) belonging to the owner of the equipment. This EIN must match the owner EIN on the third-party agreement. This field must be entered in the proper format.
If you are entering TRU information for the registered owner, you must provide the owner's Federal EIN. ARBER uses this number to link the equipment being registered to the owner.
Federal EINs are provided to CARB through the third-party agreement forms. These forms must be received by CARB 10 days prior to the time the delegate enters the information for the owner.

Unit Type*
Select whether your unit is a TRU, or TRU generator set.
Unit Manufacturer*
Select your TRU or TRU generator set manufacturer from the drop-down list. If you cannot locate your manufacturer, see above and make sure you have the proper unit type selected.
If your unit manufacturer is not listed, please contact the ARBER Help line (see below).
Unit Model*
Enter the TRU or TRU generator set model name that is shown on the unit identification plate. The model name is typically located inside the housing on the chassis frame. TRU manufacturer's service bulletins may be available to assist in finding unit model names.
Unit Model Year*
Enter the model year in YYYY format.
The model year is shown on the unit identification plate, which is typically located inside the housing door or attached to the chassis frame. TRU manufacturer's service bulletins may be available to describe how to determine the model year from the unit ID or the unit serial number. Ask your TRU dealer for assistance.
Unit Serial Number*
Enter the TRU or TRU generator set serial number that is shown on the unit identification plate.
The serial number is typically located inside the housing door and attached to the chassis frame. Ask your TRU dealer for assistance.
Refrigerant*
Enter the refrigerant used in your TRU or TRU generator set.
The refrigerant is typically displayed on the unit serial number label.
Optional Information
Enter any additional information about your unit.

Equipment Type*
Click one of the radio buttons to indicate the TRU equipment type. Depending on your selection, you will need to provide different identifying numbers.

Company Equipment Number
Enter the company equipment number assigned by your company. You may enter the Bureau International des Containers (BIC) code (see below) if the TRU is mounted on a domestic shipping container.
Vehicle Identification Number (VIN)
Required if the TRU is mounted on a truck or trailer: enter the VIN. This is a 17 digit number issued by the manufacturer for trucks or trailers.
Vehicle License Number
Required if the TRU is mounted on a truck or trailer: enter the trailer license number for trailer TRUs or the truck license number for truck TRUs.
Country of Issuance
Required if the TRU is mounted on a truck or trailer: enter the country where the above license number was issued.
State/Province of Issuance
Required if the TRU is mounted on a truck or trailer: enter the state where the above license number was issued.
Railcar Reporting Mark
Required if the TRU is mounted on a refrigerated railcar: enter the railcar reporting mark assigned to the railcar by the Association of American Railroads. See TRU Advisory 08-03.
BIC Code
Required if the TRU is mounted on a domestic refrigerated shipping container or is a TRU generator set: Enter the BIC Code assigned to the shipping container or the TRU generator set by the Bureau International des Containers. See TRU Advisory 08-03.
TRU Status Information
Select the status of your TRU.
Status | Description |
---|---|
Active | The TRU is actively operating in California; this is the default option |
Removed from Service | The TRU cannot be operated or will not be operated for the foreseeable future |
Not in California | The TRU is not based in California and will not enter California |
Sold | The TRU was sold to a new owner |
If you select Sold, you will need to provide the date of sale to the new owner. If you do not have this information, please contact the ARBER Help Line (see below).
The more information you are able to provide about the new owner, the easier time they will have transferring the registration to their company's account.

If the engine has no label, consult your TRU owner manual or TRU dealership.
TRU Engine Manufacturer*
Select the engine manufacturer that appears on the engine label. If the engine manufacturer is not included on the drop-down list, please contact the ARBER Help Line (see below).
TRU Engine Model*
Enter the engine model that appears on the engine label.
TRU Engine Model Year*
Enter the engine model year that appears on the engine label. For replacement or rebuilt engines, use the effective model year based on emissions tier. Note: Replacing the engine is no longer a compliance option for TRUs. See Advisory 13-18.
TRU Engine Serial Number*
Enter the serial number of your engine as it appears on the engine label.
Engine serial numbers may be found:
- Stamped onto a machined surface on the engine block.
- On a label that is attached to the valve cover.
- On a label that is attached to the crankcase oil pan.
TRU Engine Power Rating*
Select either "under 25 hp (under 19 kW)" or "over 25 hp (over 19 kW)," depending on the power rating shown on the TRU engine emission control label.
Compliance Status
Other Engine Options*
Use the radio buttons to select whether this is the original engine, a new replacement engine, or a rebuilt replacement engine.
Note: replacing the engine is no longer a compliance option for TRUs. See Advisory 13-18.
This is the original engine
Select this option if the engine in your TRU is the original engine.
This is a NEW replacement engine to comply with the TRU ATCM
Select this option if the engine in your TRU is a new replacement engine. You must enter the replacement engine tier and the installation date.
This is a REBUILT replacement engine to comply with the TRU ATCM
Select this option if the engine in your TRU was rebuilt to more stringent emissions standards. You must enter the rebuilt engine tier, the rebuild year, and the installation date.
CARB is not aware of any rebuilt engine that meets current emissions standards. In addition, rebuilt engines do not have an engine family and cannot have a level 3 filter installed on them. TRUs with rebuilt engines are not compliant unless they use an alternative technology.
Replacement Engine Tier or Rebuilt Engine Tier
Select the tier of the new or rebuilt replacement engine. The engine tier information will be located on the emission control label.
If your TRU had a greater than 25 horsepower engine which was replaced under warranty, please contact the ARBER Help Line (see below).
Rebuild Year
Enter the year in which the engine rebuild was completed.
Installation Date
Enter the date the new or rebuilt replacement engine was installed in MM/DD/YYYY format.
Retrofitted with a Verified Diesel Emission Control Strategy (VDECS)
Check this box if your TRU has been retrofitted with a diesel particulate filter. The TRU Compliance Information page lists VDECS that meet Level 2 and Level 3 for TRU applications.
Note: level 2 diesel particulate filters are no longer a compliance option for TRUs.
Manufacturer Name*
Select the name of the VDECS manufacturer located on the VDECS label. If your VDECS manufacturer is not listed, contact the ARBER Help Line (see below).
VDECS Family Name*
Select the family name of your VDECS. This information will be located on the VDECS label.

VDECS Serial Number*
Enter the serial number of your VDECS. This information will be located on the VDECS label.

- N is a number
- M is the month of manufacture
- Y is the year of manufacture
Rypos: UNNNN or UNNNNN (U and 4 or 5 numbers)
Carrier EES & Legacy EES: NNNNNNNN (8 numbers, include leading zeros)
New World Engineering: MMYYEADPFNNNNN (EADPF does not change)
Manufacture Month/Year*
Enter the month and year in which your VDECS was manufactured in MM/YYYY format. This information will be located on the VDECS label.
Installation Date*
Enter the date on which the VDECS was installed in MM/DD/YYYY format.
Used an Alternative Technology
Check this box if your TRU uses electric standby, cryo or hybrid cryogenic temperature control, or an alternative fuel.
Electric Standby or Hybrid Electric
You must select your electronic tracking system (ETS) provider for your TRU from the drop-down list and enter your ETS tracking number. If your ETS provider is not listed, please contact the ARBER Help Line (see below).
Electric standby does not qualify as an alternative technology if the tracking requirements are not met. More information is available in CARB's Electric Standby Guidance Document, along with a list of ETS suppliers.
Hybrid Cryogenic Control System Supplier
You must select the hybrid cryogenic control system supplier from the drop down list.
Alternative Fuel, CNG
Indicates your TRU is fueled by compressed natural gas.
Alternative Fuel, LPG
Indicates your TRU is fueled by liquefied petroleum gas.
Date Alternative Technology was Employed*
Enter the date on which the alternative technology was employed in MM/DD/YYYY format.
Installation Information
The information in this section is only required if the engine in your TRU is not the original engine or your TRU was retrofitted with a VDECS.
If you do not have access to the installation information, because the installation occurred under a previous owner, please contact the ARBER Help Line (see below).
Installer Name*
Enter the name of the installer. This can be a company name, or the name of the person who did the installation.
Installer Mailing Address Line 1*
Enter the street address of the installer.
Installer Mailing Address Line 2
Enter any suite numbers, apartment numbers, or postal or mail box numbers of the installer.
Installer City*
Enter the city in which the installer is located.
Installer Country*
Select the country in which the installer is located.
Installer State/Province*
Select the state or province in which the installer is located.
Installer Zip Code*
Enter the zip code of the installer.
Installer Telephone*
Enter the telephone number of the installer.
Ext
Enter the telephone extension, if any, of the installer.
Certification
I certify under the penalty of perjury under the laws of the State of California that:
- I am the owner or registered lessee.
- The information entered on this document is true and correct.
You must check this box to complete your TRU's registration.
Transport Refrigeration Unit Certification
Once you complete your TRU's registration, you will be navigated to the certification page. It is recommended that you print a copy and keep it for your records.
Manual Application
A manual TRU application is available; you must fill out and submit the following:
- One copy of Form TTD/FTB-029
- One copy of Form TTD/FTB-030 for each TRU
