Common Carbon Cost Values
Greenhouse gas emissions reporting began in 2008 and the first COI Fee invoices were sent for fiscal year 2010-11. The State of California fiscal year begins on July 1 and ends on June 30 of the following calendar year.
Fiscal Year | Emissions Year | Units | Common Carbon Cost |
---|---|---|---|
2024-25 | 2022 | $ / MTCO2e | 0.40147643 |
2023-24 | 2021 | $ / MTCO2e | 0.44193683 |

2013-14 | 2011 | $ / MTCO2 | 0.145 |
2012-13 | 2010 | $ / MTCO2 | 0.18 |
2011-12 | 2009 | $ / MTCO2 | 0.17 |
2010-11 | 2008 | $ / MTCO2 | 0.171 |
Note: Before 2014, only CO2 emissions were subject to COI fees. Starting with data year 2014, the COI Fee Regulation includes other greenhouse gases (methane and nitrous oxide) and emissions are expressed in metric tons of CO2 equivalent (MTCO2e).
*The reduction in Common Carbon Cost (CCC) was due to a surplus returned to the fund from a previous fiscal year and a reduction in program related expenditure.
The fuel fee per gallon of gasoline and diesel is less than half a cent.
