Implementing the regulations in the SMUD area will require the expenditure of 10s of billions of dollars. The Sacramento area already has among the highest electricity rates in the US. CARB must be required to estimate the increased cost of electricity to the users. The groups who will be most hurt , the poor and low income earners, will suffer from dramatic electricity bills due to your requirements.
