SB 375 Regional Targets

Senate Bill 375 requires CARB to develop and set regional targets for greenhouse gas (GHG) emission reductions from passenger vehicles. CARB must update the regional targets at least every eight years, with the option of revising them every four years.
CARB’s GHG emission targets for years 2020 and 2035 are intended to help achieve significant GHG reductions from changes to land use patterns and improved transportation networks in support of the State's climate goals as well as in support of statewide public health and air quality objectives. Metropolitan planning organizations (MPOs) must prepare sustainable communities strategies (SCS) that will reduce GHG emissions to achieve these regional targets, if feasible to do so.
2026 Regional Targets Update
Pursuant to SB 375, CARB is required to update the regional targets no later than 2026. CARB staff began the target update process in 2024 with a public workshop and plans to conclude it in 2026 with Board approval of the new targets. CARB staff will update the Board and hold a second public workshop in 2025. For more information on this effort, please contact sustainablecommunities@arb.ca.gov.
July 2024 Public Workshop
CARB staff held a public workshop on July 23, 2024, to provide information to the public about the target update and proposed timeline. CARB staff also received feedback about what factors to consider while developing its regional target recommendations for the CARB Board.

During the workshop, in addition to the regional targets update CARB staff also presented on proposed medium-term changes to the CARB SCS evaluation guidelines, received comments, and responded to questions. MPO Regional Targets Recommendations
As required in SB 375 and to promote an inclusive process, CARB exchanges technical information with MPOs as part of the regional targets update. For this update, CARB staff sent a formal request on July 29, 2024, for MPOs’ recommendations and analysis and is working with MPOs to collect their recommendations by October 31, 2024.

b If SACOG is not able to secure the funding and commitments to implement their proposed pilot project, CARB staff would evaluate the SCS performance against an 18 percent target. See Appendix A. MPO Recommendations and CARB Staff Recommendations, pages A-7 through A-9 for further discussion.

CARB first set regional targets on September 23, 2010, and updated regional targets on March 22, 2018.
