For Back-up Generators (BUGs):
The emergency proclamation directed the Energy Commission and requested the Public Utilities Commission to provide information requested by CARB to assist implementing CHIRP. CARB will be working with both agencies to obtain information about operations of backup generators.
For Power Plants:
As per the emergency proclamation, any power plant that operates in violation of permitting requirements or conditions of a certificate suspended by the proclamation is required to:
(i) notify the relevant local air quality management district, the Energy Commission, and the Air Resources Board of its actions within 48 hours; and
(ii) report additional fuel use, additional hours of operation, and energy produced by that additional use and operation to the relevant local air quality management district, the Energy Commission, and the Air Resources Board within 30 days of this Proclamation.
