The Global Warming Solutions Act of 2006 (AB 32) required the Air Resources Board to prepare a Scoping Plan to achieve reductions in greenhouse gas (GHG) emissions in California. The Scoping Plan was originally approved in 2008. In 2011, the Functional Equivalent Document for the Scoping Plan was ammended. The Scoping Plan was re-approved by the Air Resources Board on August 24, 2011, including the Final Supplement to the Functional Equivalent Document (FED), posted below. The Scoping Plan provides the outline for actions to reduce California’s GHG emissions to achieve the 2020 GHG target.

Economic Analysis
Updated AB 32 Scoping Plan Economic Analysis
CARB has updated the economic analysis of the AB 32 Scoping Plan. This analysis estimates the state-level economic effects of implementing the Scoping Plan measures. Staff has worked closely with the Economic and Allocation Advisory Committee (EAAC) to refine methodologies and discuss results. This economic analysis update will help inform measure-specific analyses such as the California Cap-and-Trade Regulation.

AB 32 Scoping Plan Economic Analysis
During 2008, CARB developed the Scoping Plan mandated by the Global Warming Solutions Act of 2006 (AB 32). The Draft Scoping Plan was published in June 2008. An Economic Analysis Supplement of the Draft Plan was released on September 2008. An updated version of this economic analysis was included as Appendix G in the Proposed Scoping Plan, which was released in October 2008. The Board Approved the Climate Change Scoping Plan on December 11, 2008.

Scoping Plan Economic Analysis Stakeholder Process, Spring 2008
CARB developed the Scoping Plan mandated by the AB 32 in 2008. Economic analysis was developed and used to support the development of the Scoping Plan. To facilitate stakeholder review of the economic analysis, technical stakeholder work group meetings were held monthly, with available information posted to this webpage. This stakeholder group was an ongoing process during the first half of 2008.
