Assembly Bill (AB) 2195 (Chau, Chapter 371, Statutes of 2018) requires CARB "to quantify and publish annually the amount of greenhouse gas emissions resulting from the loss or release of uncombusted natural gas to the atmosphere and emissions from natural gas flares during all processes associated with the production, processing, and transporting of natural gas imported into the state from out-of-state sources." Most of the emissions quantified in the AB 2195 report occurred outside of California's borders. The Assembly Bill 32 Greenhouse Gas Emissions Inventory excludes these out-of-state emissions.
This report relies on annual data from the U.S. Environmental Protection Agency's Inventory of U.S. Greenhouse Gas Emissions and Sinks. Updates to this data may not be available in the future, so CARB is open to recommendations on alternative data sources and methods to estimate out of state sources of natural gas emissions for future editions of this report.
