Waste Management of Alameda County, Inc. Settles For $33,000
In January 2026, the California Air Resources Board (CARB) reached a settlement with Waste Management of Alameda County, Inc. (WMAC), a subsidiary of Waste Management, Inc., with its principal business location in Houston, Texas. WMAC owns and operates the Altamont Landfill and Resource Recovery Facility (Altamont Landfill) in Livermore, California. The settlement resolves WMAC’s violation of CARB’s regulation, Methane Emissions from Municipal Solid Waste Landfills (Landfill Methane Regulation or LMR), as codified in California Code of Regulations, title 17, section 95460 et seq.
An investigation conducted by CARB Enforcement staff showed that WMAC failed to meet the surface methane emission standards and the gas collection and control system requirements of the LMR when eleven locations at the Altamont Landfill were found to have methane emissions exceeding 500 parts per million by volume. Each exceedance was promptly remediated by WMAC.
WMAC fully cooperated with CARB to reach resolution regarding this matter. To settle and resolve the alleged violations, WMAC agreed to pay a total penalty of $33,000, which represents a per-unit penalty of $3,000 for each failure to meet the surface methane emission standards and the gas collection and control system requirements. The full settlement amount will be deposited into CARB’s Air Pollution Control Fund, which funds projects and research to improve California’s air quality. Terms of the settlement also include a requirement for WMAC to comply with all other CARB regulations going forward.
