CARB issued Test Plan approval letters for CARB approved emission control systems (CAECS) applications. Note: CARB Test Plan approval does not indicate the issuance of an Executive Order. A list of CAECS Executive Orders can be found here.
CAECS Approval Process
A CAECS is an emission control strategy that has been approved for use to comply with the 2020 Regulation. The strategy must meet the requirements specified in Section 93130.5 of the 2020 Regulation. The following steps are required for CARB approval of an emission control strategy:
- Submit a Test Plan to the Executive Officer for conducting the emissions reduction testing, durability testing, and a timeline for testingafter paying any applicable Certification Fees for the At Berth Regulation (Division 3, Chapter 16, Article 7, sections 2913 and 2914).
- Obtain CARB approval for the Test Plan.
- Conduct the testing outlined in the approved Test Plan and submit an application that includes all the test data. For specific details on the CAECS application process, refer to Section 93130.5(e) of the 2020 Regulation.
- Upon the Executive Officer’s approval of the application, the applicant’s strategy will receive an Executive Order, be considered a CAECS, and shall become a compliance option for the type(s) of vessel visits for which the emission control strategy is approved and when used in a manner consistent with all the conditions of the approval.
Definitions
“Testing in progress” means the company's Test Plan received CARB approval, and the company is currently conducting testing in accordance with the approved Test Plan.
“Superseded” means the Test Plan is no longer valid and has been replaced by a different approved Test Plan.
“Completed” means the company completed all the testing outlined in the approved Test Plan and submitted an application with all the test data to CARB for review. Completed does not mean an Executive Order has been issued.
"Executive Order issued" means CARB reviewed the company's application and test data, verified that the strategy met the requirements of Section 93130.5, and issued an Executive Order and CAECS approval.
