The California Air Resources Board (CARB) and the San Joaquin Valley Air Pollution Control District (District) developed the 2024 Plan for the 2012 PM2.5 Standard (2024 PM2.5 Plan) to meet serious nonattainment area requirements under the Clean Air Act for the 2012 federal National Ambient Air Quality Standard for fine particulate matter (PM2.5). CARB adopted the 2024 PM2.5 Plan at its hearing on July 25, 2024, and submitted to U.S. EPA on August 22, 2024. This page provides links to documentation relevant to the 2024 PM2.5 Plan. CARB Staff Report (June 14, 2024) This report presents the CARB staff assessment of the 2024 PM2.5 Plan. It also includes proposed State Implementation Plan revisions to amend the San Joaquin Valley Agricultural Equipment Incentive Measure to quantify emission reductions in 2023 and include the amendment in the State Implementation Plan Revision for the 15 μg/m3 Annual PM2.5 Standard for the San Joaquin Valley.
