The Innovative Small-E Fleet Pilot Program (ISEF) is part of the Clean Truck and Bus Voucher Incentive project, also known as HVIP. ISEF was established to support small fleets and owner-operators who may face barriers to zero-emission vehicle adoption such as high upfront costs and limited insurance options. Through ISEF, eligible small fleets can receive vouchers for innovative solutions such as all-inclusive leases, peer-to-peer truck sharing, truck-as-a-service, and as well as other alternate business models.

Small fleets interested in adopting zero-emission technologies can apply for ISEF funding. Current Implementation Manual guidelines are available on the California HVIP website and are effective for voucher requests submitted on or after September 22, 2025. For updated funding refer to the California HVIP website.
California fleets can visit the ISEF Purchaser webpage to view offerings and apply to participate in ISEF. Guidelines to participate in ISEF are available through Appendix F of HVIP's Fiscal Year (FY) 2024-2025 Implementation Manual.
