CARB invites tribes to consult on the Draft 2022 Scoping Plan Update. The Draft 2022 Scoping Plan Update assess progress towards achieving the State’s 2030 greenhouse gas (GHG) reduction target and lays out a path to achieve carbon neutrality no later than 2045. There are also more opportunities to collaborate with CARB on the Draft 2022 Scoping Plan Update identified below.
The Draft 2022 Scoping Plan Update focuses on outcomes needed to achieve carbon neutrality by assessing paths for clean technology, energy deployment, nature-based solutions, and others, and is designed to meet the State’s long-term climate objectives and support a range of economic, environmental, energy security, environmental justice, and public health priorities.
CARB intends to provide tribes with multiple avenues to engage, consult, and provide meaningful input into the Draft 2022 Scoping Plan Update. Other than this Tribal Listening Session, CARB staff will be conducting community listening sessions throughout the state and virtually on July 28, 2022, August 3, 2022, August 4, 2022, and August 9, 2022. Materials
Background
In 2006, the Legislature passed the California Global Warming Solutions Act of 2006 [Assembly Bill 32 (AB 32)], which created a comprehensive, multi-year program to reduce greenhouse gas (GHG) emissions in California. AB 32 required CARB to develop a Scoping Plan that describes the approach California will take to reduce GHGs to achieve the goal of reducing emissions to 1990 levels by 2020. The Scoping Plan was first approved by the Board in 2008 and must be updated at least every five years. Since 2008, there have been two updates to the Scoping Plan. Each of the Scoping Plans have included a suite of policies centered around regulations, incentives, and carbon pricing to help the State achieve its GHG targets, in large part leveraging existing programs whose primary goal is to reduce harmful air pollution.
