What does it fund?
Community-driven mobility projects that increase disadvantaged communities and low-income residents’ access to various clean transportation options, such as electric car sharing, regular and electric bike sharing, scooter-sharing, vanpools, and on-demand transit services, including mobility subsidies. Provides funding for community transportation needs assessments to support communities in designing their mobility projects by centering the residents’ primary needs. Provides built-in technical assistance, learning tools and information-sharing opportunities to help build the capacity of under-resourced organizations to enhance mobility access in their communities.

What are the possible incentive amounts?
The following illustrates the voucher amounts that were available in prior application windows for both the Community Transportation Needs Assessments and the Mobility Projects. Additional Clean Mobility Options (CMO) funding opportunities are currently closed.

Who is eligible for funds?
Non-profit organizations that qualify for tax-exempt status under Internal Revenue Code Section 501 and under California state law, California Native American Tribal Governments, Federal, State, or local government entities, such as a city, school district, or transit agency.
Are there recent policy changes?
Program policy improvements, including but not limited to increasing the mobility project voucher amount from $1 million to $1.5 million and increasing the community transportation needs assessment voucher amount from $50,000 to $100,000.
Please refer to December 2022 updated program requirements in the CMO Implementation Manual for more information on program changes. A grant amendment is currently under way to add $10 million in program funding from Fiscal Year 2021-22 and $19.8 million from the Fiscal Year 2022-23.

All projects are in or serve priority populations.
How do I access funds?
Eligible applicants may apply on a first-come, first-served basis on the CMO website when the application window is open.
