EIA Gasmet Report "F-Gases at the Fenceline" shows an increase in PFAS and CO2eq emissions from feedstock used to produce lower GWP refrigerants.  How are these emissions accounted for in the senate bill?  Beware if the full cycle analysis of low GWP refrigerants ends up emitting higher CO2eq and PFAS, when accounting for feedstock used in production (from what I've seen, feedstocks are exempt from CO2eq quotas or reporting).  Not-In-Kind and passive cooling technologies would be the cleanest transition to a new energy future.
