Research Summary:
The Governor's Office of Planning and Research (OPR) is an office of the Executive Branch which serves as the State's comprehensive planning agency, with statutory responsibilities for formulating long-range land use and environmental goals, policies, plans, and guidelines.
Under this contract, the California Air Resources Board (CARB) will provide funding to OPR to advance efforts to identify Housing Priority Areas (HPAs) that align with State climate goals. Specifically, the funds provided by this contract will support research to identify the potential effects of future housing development scenarios on greenhouse gas (GHG) emissions, including potential GHG reduction benefits that would contribute to achieving State GHG reduction goals while also supporting other State priorities, including housing production, fair and affordable housing, and climate resilience.
