SACRAMENTO – The California Air Resources Board (CARB) released its 2022 Enforcement Activities Annual Report today and debuted it as a new interactive web portal on its website. Previously provided as a PDF, the new annual report format is intended to offer easy-to-extract, customizable data to meet the individual interests of users, especially communities that bear a disproportionate burden from poor air quality.

CARB leads the way in developing regulations and programs that protect human health and the environment, and its enforcement activities play a critical role in ensuring compliance with those regulations so that intended emissions reductions are achieved.

In recent years, CARB began partnering with communities to help prioritize enforcement efforts, develop better enforcement approaches that look at community concerns more broadly and identify strategies that may help to solve the problems community members are experiencing. The new interactive annual report format provides an additional tool to communities.

“CARB strives to support communities in their clean air efforts, and with the new interactive format of the annual enforcement activities report, communities have an additional tool to monitor activities locally and use the data to effect change that will yield the highest impact for their local area,” said Heather Quiros, acting CARB Enforcement Division chief. “CARB is excited to provide this information in a way that is more useable and offers more than just a narrative of its activities.”  

Tabs within the portal provide a summary of CARB’s work statewide and the actions being taken in its enforcement programs. Using the Enforcement Data Visualization System users can visualize CARB's enforcement activities, including field inspections and case settlements, on a map interface.

Notably in 2022, CARB’s enforcement activities included:

• Settlement of 8,293 enforcement actions totaling $21,504,488, including three aftermarket parts cases totaling nearly $2.5 million and four major consumer product cases totaling more than $400,000.
• Inspection of nearly 10,000 vehicles and marine vessels with 75% located in disadvantaged communities.
• 40 deployments of the mobile Portable Emissions Acquisition System that screened 15,718 vehicles and resulted in 223 citations for non-compliance with heavy-duty diesel truck regulations.
• Spending $7.75 million in penalties to Supplemental Environmental Projects, including $2.5 million to the West Oakland Environmental Indicators Project that is dedicated to achieving healthy homes, healthy jobs, and healthy neighborhoods for residents in West Oakland.
• Coordination and execution of multiagency inspections at 10 oil and gas facilities and 23 landfills.

In addition, the portal will offer rotating feature stories showcasing community-focused and other enforcement activities from across California.
