The California Air Resources Board invites you to register and take part in a virtual workgroup. The workgroup will focus on the new MyFirstEV incentive project. 

On June 15, 2026, the California Legislature appropriated (assigned) funding for MyFirstEV. This was part of the funding in the Fiscal Year 2026-27 State Budget. We want to share with you the project details and how you can access the incentives. We also want to answer your questions. This will be the third public meeting about MyFirstEV.

Important Note on Language Interpretation 

Due to budget constraints, we are updating our process for providing language interpretation services (e.g., Spanish, American Sign Language, etc.) at public meetings. In accordance with the Dymally-Alatorre Bilingual Services Act (Government Code 7290-7299.8), language interpretation will be provided when at least 5% of anticipated attendees request such services. Registered participants may request services on behalf of others in advance to ensure their needs are being met. You, or someone on your behalf, must request language interpretation services from us at least 10 calendar days before the meeting date. 

Background 

On June 15, 2026, the California State Legislature approved the Fiscal Year 2026-27 State Budget. In it, they approved a one-time funding amount of $135.5 million to CARB for a new incentive project. The project is MyFirstEV (//ww2.arb.ca.gov/myfirstev). CARB has partnered with participating car manufacturers to offer California residents a point-of-sale (POS) incentive through MyFirstEV. The incentive is for first-time buyers of zero-emission vehicles (ZEV) to buy or lease a new or used ZEV. 

California residents face affordability, air quality, climate, and public health issues. Additionally, auto manufacturers face uncertainty due to recent federal government actions. California aims to strengthen the ZEV market. This will help to support California’s air quality and climate goals. And it will help to support American auto innovation through MyFirstEV. We designed MyFirstEV to reduce the upfront cost of ZEVs for Californians. This will make ZEVs more affordable for first-time buyers and lessees. 

We have partnered with various participating automakers (//ww2.arb.ca.gov/myfirstev-participating-manufacturers) via grant agreements. We are providing a “buy-down” on the upfront sticker price (i.e., Manufacturers Suggested Retail Price – MSRP) of ZEVs. These participating automakers will match California’s contribution. This doubles the incentive available to first-time ZEV buyers/lessees. Manufacturers will offer the incentives at the POS for first-time buyers or lessees of new or used ZEVs. Together, we are providing a combined $3,500 for new vehicles ($1,750 each from the State and participating manufacturers). The combined incentive for used vehicles is $1,750 ($875 each). The project has an MSRP cap of $50,000 for new light-duty passenger vehicles. For used vehicles, there is a sales price cap of $25,000. This helps to keep incentives focused on affordable vehicle options.
