• CARB to provide general housekeeping and logistics, including Zoom instructions, meeting agreements and values, and Spanish interpretation.

• LRI to conduct a roll call for the EJAC Members. 

3. Introductions and Opening Remarks 

• Welcome from Chanell Fletcher, CARB's Deputy Executive Officer for Equity, Communities and Environmental Justice, and acknowledgement of CARB participation.  
• Opening remarks from EJAC Co-Chairs, including ground rules, meeting agreements, and an agenda overview. 

4. EJAC Discussion on the Cap-and-Trade Program Recommendations

• EJAC to discuss their updated draft resolution and seek EJAC comment prior to motion to approve.

Background Information:

EJAC finalized their resolution for the Cap-and-Trade Program in November 2024. Since then, EJAC has amended the resolution and will discuss those 2025 amendments in this meeting for consideration in the September 11, 2025, EJAC/CARB joint Board meeting.

5. Public Comment 

• LRI to open the public comment period for the Cap-and-Trade Program resolution.

6. EJAC Motion to Approve the Cap-and-Trade Program Recommendations

• LRI to facilitate EJAC motion and vote on the amended EJAC Cap-and-Trade Program resolution.

7. EJAC Discussion on the Building Decarbonization Recommendations

• EJAC to discuss their updated draft resolution and seek EJAC comment prior to motion to approve.

Background Information:

EJAC presented the initial draft resolution at the June 12, 2025, EJAC Public Meeting for discussion. EJAC presented the updated resolution in the July 17, 2025, EJAC Public Meeting but ultimately did not motion to approve as there was a need for additional time on the recommendations. EJAC plans to bring the resolution to the Board for consideration in the September 11, 2025, EJAC/CARB joint Board meeting.

• LRI to open the public comment period for EJAC Building Decarbonization recommendations.

9. EJAC Motion to Approve the Building Decarbonization Recommendations

• LRI to facilitate EJAC motion and vote on the amended Building Decarbonization resolution.

10. EJAC Discussion on the Natural and Working Lands Recommendations

• EJAC to discuss their updated draft resolution recommendations.

Background Information:

EJAC presented the initial draft resolution at the June 12, 2025, EJAC Public Meeting for discussion. EJAC presented the updated resolution in the July 17, 2025, EJAC Public Meeting but ultimately did not motion to approve as there was a need for additional time on the recommendations. EJAC plans to approve the resolution at a future EJAC Public Meeting.
