Special Announcement: This page is moving to a new website. Please visit https://www.caclimateinvestments.ca.gov/tools to access.
Agencies administering California Climate Investments programs must use the Funding Guidelines together with the resources provided on this page to develop effective programs and demonstrate compliance with program requirements.1 Resources on this page include Quantification Methodologies and Calculator Tools for estimating greenhouse gas (GHG) emissions reductions and co-benefits; Benefit Criteria Tables for determining benefits to priority populations; and Reporting Templates for reporting outcomes. Select a project type and use the resources from that row as needed.2 Note: These quantification methods have been developed specifically for the Greenhouse Gas Reduction Fund programs and are not intended for use in other programs.
An asterisk (*) and bold text indicates a document is open for comment. Contact the GGRF Program to comment, send questions, or request a copy of previous versions of the Quantification Methodologies and Calculator Tools.
New Benefit Assessment Tools: California Climate Investments’ benefit assessment tools, previously known as benefit criteria tables, have been updated and the final versions are now available for use. Visit the California Climate Investments Reporting Tools Hub to learn which tool to use for your program. All administering agencies, project recipients, and others are to use the new benefit assessment tools for reporting benefits from projects selected through solicitations released on or after February 28, 2025. For projects selected through solicitations released before February 28, 2025, either the benefit assessment tool or the benefit criteria table may be used.
Emission Factor Database
The emission Factor Database has moved to a new website. Please visit https://www.caclimateinvestments.ca.gov/tools to access.
Co-benefit Assessment Methodologies
In addition to GHG emissions reductions, quantification methodologies are being developed to also estimate other benefits and key variables. CARB continues to develop methods to assess additional social, economic, and environmental co-benefits achieved by California Climate Investments projects. For more information on co-benefits, including draft assessment methods, visit co-benefits.
- 1CARB is required to develop guidance to agencies administering California Climate Investments. The resources on this page were developed in consultation with administering agencies through a public process. More information on co-benefits can be found at: www.arb.ca.gov/cci-cobenefits.
- 2The materials in the table are grouped in sectors: Transportation and Sustainable Communities, Clean Energy and Energy Efficiency, Natural Resources and Waste Diversion, and Cross-Sectoral projects. A single California Climate Investments program may fund one or more project type. Please contact CARB for assistance in identifying the correct materials.
