Background
The 2022 Amendments to the Airborne Toxic Control Measure for In-Use Diesel-Fueled Transport Refrigeration Units (TRUs), TRU Generator Sets, and Facilities Where TRUs Operate (TRU ATCM) require TRU and applicable facility owners or owner/operators to pay TRU operating and facility registration fees, respectively. On September 17, 2025, Governor Newsom signed Senate Bill (SB) 153 granting CARB authority to impose fees on entities regulated under the 2022 Amendments to the TRU ATCM.
Who do the fees apply to?
TRU owners or owner/operators are required to pay TRU operating fees for all TRUs that operate in California.
Applicable facility owners or owner/operators are required to pay applicable facility registration fees.
How much are the TRU operating and applicable facility registration fees?
Diesel-fueled TRUs are subject to a $45 operating fee and applicable facilities are subject to a $45 facility registration fee. Fees are due once every three years starting from the original reporting/registration date.
