LCFS ZEV Infrastructure Crediting
Background
The 2025 LCFS amendments revised the zero emission vehicle (ZEV) crediting provision (sections 95486.2, .3, and .4) designed to support the deployment of ZEV infrastructure. The ZEV infrastructure provision covers Hydrogen Refueling Infrastructure (HRI) and Direct Current (DC) Fast Charging Infrastructure (FCI) for light- and medium-duty (LMD) and heavy-duty (HD) vehicles. In addition to generating LCFS credit for dispensed fuel, the eligible hydrogen station or DC fast charger fuel supply equipment (FSE) can generate infrastructure credits based on the FSE’s characteristics, including size, fuel dispensed, and uptime.

As of August 15, 2025, there have been a total of 79 hydrogen stations and 969 fast charger sites containing 5875 fast chargers approved under the HRI and FCI provisions.

Estimated Potential HRI and FCI Credits
Applications will be evaluated for approval for each program (LMD-HRI, HD-HRI, LMD-FCI, and HD-FCI) when the respective estimated potential credits from already approved sites for that program do not exceed 2.5 percent of deficits. Data available from the most recent quarter is used in the calculations. The table below shows estimated potential ZEV infrastructure credits and will be updated quarterly.
