Welcome to the Community Mobility Program Connections Directory
The Advanced Clean Cars II Zero Emission Vehicle (ACC II) regulations, adopted in August 2022, include three environmental justice (EJ) provisions that incentivize automakers to take certain actions to improve access to zero-emission vehicles (ZEV) in overburdened and lower-income communities. One of these mechanisms is for manufacturers to provide discounts for ZEVs for community-based clean mobility programs. The Community Mobility Directory is a tool developed by the Clean Mobility and Incentives Workgroup of the Zero-emission Vehicle Equity Task Force to help organizations and car manufacturers find partners interested in collaborating to access these vehicle discounts.
We invite you to join and use this directory to connect and build proactive relationships across the state. If you represent an organization with multiple projects, please complete the directory form for each distinct project. Project developers include non-profit organizations, community-based organizations, mobility providers, Tribal Governments, and public agencies.

Community-based clean mobility programs are programs that:
- Offer ZEV sharing, ride-sharing, vanpools, ride-hailing, or on-demand first-mile/last-mile services
- Serve communities in which 75 percent of census tracts in the project area are Disadvantaged Communities, low-income communities, or tribal communities, and
- The program implementer is either a Community-Based Organization (CBO), tribal entity, public agency, or non-profit. A public agency or non-profit shall have CBO backing.
Projects that are approved grant recipients of the Clean Mobility Options Voucher Pilot Project or the Sustainable Transportation Equity Project are automatically eligible. Other community-based clean mobility programs must meet minimum criteria and request approval from CARB to qualify. Please contact ZEVequity@arb.ca.gov for more information about this process.
