YOLO-SOLANO AIR QUALITY MANAGEMENT DISTRICT

RULE 9.3 - HEXAVALENT CHROMIUM

1. Decorative Chrome Plating Operations.
   1. No person shall operate a decorative chrome plating tank unless a mist suppressant is continuously maintained in the plating tank or control equipment is installed and used such that emissions of hexavalent chromium are reduced by 95% or more compared to emission without use of the suppressant or control equipment.
   2. Effectiveness of emission controls and actual emission reductions are subject to the Air Pollution Control Officer's determination and approval.
   3. Any affected facility shall comply with these requirements within six months after the adoption of this rule.
2. Hard Chrome Plating and Chromic Acid Anodizing.
   1. Any facility having hexavalent chromium emissions of less than or equal to 2#/year shall comply with a limit of no more than 0.15 mg/amp-hour.
      1. Any affected facility shall be in compliance within 18 months after adoption of this rule.
   2. Any facility having hexavalent chromium emissions of more that 2#/year but less than 10#/year shall comply with a limit of no more than .03 mg/amp-hour.
      1. Any affected facility shall be in compliance with the requirements within 24 months after adoption of this rule.
   3. Any facility having hexavalent chromium emissions of 10#/year or more shall comply with a limit of no more than .006 mg/ampere hour.
      1. Any affected facility shall have controlled emissions by 95% within 18 months after adoption of this rule and in full compliance within 48 months after adoption of this rule.
   4. Any facility subject to compliance later than 18 months after adoption of the applicable rule shall submit to the Air Pollution Control Officer an application for Authority to Construct for necessary controls at least 12 months prior to the final compliance date.
   5. For any facility having hexavalent chromium emission of more than 2#/year compliance will be established by source testing within 60 days after the compliance date and at any future time deemed necessary by the Air Pollution Control Officer to determine emissions from actual operating conditions.
   6. Facility operations shall maintain plating records including electrical usage for plating tanks on a weekly basis and maintain these records for District inspection at anytime for a period of two years.
3. Use of Chromium Compounds in Cooling Towers.
   1. No person shall use or allow the use of chromium containing compounds in the treatment of cooling tower circulating water.
      1. After the effective date of this rule any person who intends to construct or operate a cooling tower must inform the District of such intention.
      2. The APCO may require Authority to Construct and a Permit to Operate.
   2. Any cooling tower which has used chromium containing compounds in the treatment of cooling tower circulation water within one year prior to the date of this rule must test circulated water. The APCO may require a facility to periodically test the circulating water until two consecutive tests confirm the water contains HCCC hexavalent chromium concentration less than 0.15 sampling and analysis shall conform to State or Federal approved methods.
   3. Any wooden cooling tower subject to (2) above shall not be operated with a maximum concentration of more than 8 mg/liter of HCCC hexavalent chromium at any time or above a concentration of 0.15 mg/liter for more than six months.
   4. All test records will be maintained for a minumum of two years and subject to APCD review upon request.
