100 GENERAL
101 PURPOSE: To limit the emission of non-methane organic compounds(NMOC) from existing Municipal Solid Waste Landfills and implement the Emission Guidelines for Municipal Solid Waste Landfills as promulgated by the United States Environmental Protection Agency at 40 Code of Federal Regulations Part 60 Subpart Cc.
102 APPLICABILITY: The provisions of this Rule shall apply to all existing Municipal Solid Waste Landfills (MSW Landfills) for which construction, reconstruction, or modification was commenced before May 30, 1991 as follows:
102.1 Any MSW Landfill with a design capacity less than 2.5 million megagrams by mass or 2.5 million cubic meters by volume that has accepted waste at any time since November 8, 1987 shall be subject to the requirements of the initial design capacity report in accordance with 40 CFR 60.752.

103 EXEMPTIONS:
103.1 Any MSW Landfill subject to the requirements of New Source Performance Standard Subpart WWW-Standards for Municipal Solid Waste Landfills (40 CFR Part 60.750) is exempt from the requirements of this Rule.
104 EFFECTIVE DATE: The effective date of this Rule shall be March 12, 1997.
200 DEFINITIONS
201 ADMINISTRATOR: For the purpose of this Rule, the word "Administrator" as used in 40 CFR 60 shall mean the Air Pollution Control Officer of the Yolo-Solano Air Quality Management District (District) or his designee, except that the Air Pollution Control Officer or his designee shall not be empowered to approve:
202 DEFINITIONS: With the exception of the definitions in this section, definitions for this Rule shall be those listed in 40 CFR 60.751.
300 STANDARDS
301 Standards: The provisions of Parts 60.751-60.759, Chapter I, Title 40, of the Code of Federal Regulations (40 CFR 60.751-60.759) are hereby adopted by reference and made part of the Rules and Regulations of the District. Applicable provisions of 40 CFR 60.751-60.759 include those provisions promulgated by the United States Environmental Protection Agency as of March 12, 1996(61 FR 9919, March 12,1996) Deviations from the standards presented in 40 CFR 60, are noted below.
301.1 Part 60.752 Amendment
For the purpose of this Rule Part 60.752 is amended as follows: Paragraph (b)(2)(iii)(A) is deleted from this section as an applicable control method. Open flares shall not be used for compliance with this Rule. Sources shall route all the collected gas to a control system that complies with the requirements of either paragraph(b)(2)(iii) (B) or (C) of section 60.752.
