Important Reminder for 2007 and Newer Model Year Engine Drayage Truck Owners!

Owners of Drayage Trucks with Engine Model Year 2007 or newer are fully compliant until December 31, 2022 for ports and rail yards in California. Simply register with the DTR for port or rail yard entry. Starting January 1, 2023, trucks must have 2010 Model Year or newer engine to continue entering ports and rail yards.

Dray-Off

Dray-Off is illegal. The regulation includes drayage trucks operating outside port or rail yard grounds that are transporting marine or rail cargos. This includes trucks hauling empty containers and bare chassis going to or from ports and rails yards.

Overview

The Drayage Truck Regulation is part of the Air Resources Board's (ARB) ongoing efforts to reduce PM and NOx emissions from diesel-fueled engines and improve air quality associated with goods movement. In addition, this regulation also provides greenhouse gas benefits and is designed to support local emissions reduction goals such as the Clean Air Action Plan by the ports of Los Angeles and Long Beach and the Comprehensive Truck Management Program by the Port of Oakland.

Engine model years are typically not the same as the truck model year. Incorrect information in the registry could result in enforcement action - including fines. For more information.

Upcoming Deadlines

Deadline	Description
Class 7 and Class 8 Ongoing	Trucks with 2007 or newer Model Year Engines are fully compliant until December 31, 2022.  Most often, these trucks can be identified with a green 2020 or 2022 label. 2020 labels are the same compliance as 2022 labels. Registration is still necessary with the State DTR program, is free, and is necessary for entry to California Ports and Rail Yards. Starting January 1, 2023, trucks must have 2010 Model Year or newer engine to continue entering ports and rail yards.
Ongoing	All drayage trucks must be registered in the Drayage Truck Registry before they are dispatched to a port or rail yard.  Register a Truck

Non Compliant Trucks

The regulation requires each motor carrier to provide a copy of the regulation or ARB approved summarized version to each drayage truck owner that it contracts with for deliveries to ports and intermodal rail yards. Motor carriers must ensure this requirement is met prior to the dispatching of any drayage trucks.

The regulation requires port and rail authorities to report noncompliant truck information to the Air Resources Board according to a set schedule. The following Excel document (SSD/PAB - #40) lists what information is required, the proper data format, and provides spreadsheets to report noncompliant truck information.

This form must be used to report noncompliant truck information. However, a CSV file may be used with prior authorization. The CSV file must be able to be exported cleanly with the same column breakdown as SSD/PAB-#40. Please contact us for additional information.
