Public Meeting to Consider Approval of an Agreement of
Participation in the South Central Coast Cooperative Aerometric
Monitoring Program.
RECOMMENDATION
Staff recommends that the Board approve the Agreement of
Participation.
DISCUSSION
During the last year, representatives of the Western Oil and Gas
Association (WOGA) and several governmental agencies including
the ARB have been discussing ways to promote a better
understanding of the effect emissions offshore of the coast of
Southern California will have onshore. It was agreed that more
aerometric data from the area would be useful. This effort has
been referred to as the South Central Coast Cooperative
Aerometric Monitoring Program (SCCCAMP).
WOGA has budgeted about $2.3 million to pay for the development
and implementation of a program to collect aerometric data in the
Outer Continental Shelf area of the Santa Barbara Channel. Such
data would be useful for air quality modeling. WOGA has asked
the ARB, EPA, the Ventura, San Luis Obispo, and Santa Barbara
County Air Pollution Control Districts, the California Coastal
Commission, and the U.S. Department of the Interior to
participate in the design and execution of this program.
Representatives of WOGA and the above named agencies have
developed a procedure that can be used to carry out this program.
This procedure has been set forth in a proposed Agreement of
Participation which is now available for signature.
Because this kind of cooperative private industry-public agency
project is unprecedented in air pollution regulatory activities,
the Board will consider this Agreement at a public meeting and
receive comments from the public before deciding whether to
participate in the proposed program.

Long Range Research Plan.
RECOMMENDATION
Staff recommends policy approval of the long range research plan.
DISCUSSION
Following a series of public hearings in spring 1984, the Board
established the need for a long-range plan for ARB research. The
plan was to address specific research problems of priority
concern to the Board without excluding other Board concerns and
responsibilities. The plan was to be flexible and, for FY 1984-85, was to
be consistent with the general allocation of research
funds by category that was determined by the Board to be
appropriate.
The draft plan has been developed by ARB staff. It was reviewed
by the Board's Research Screening Committee, which has approved
the plan and which recommends it approval by the Board.
SUMMARY OF IMPACTS OF PROPOSED BOARD ACTION
The Board's research plan is intended to serve as a guidance to
ARB staff, to the RSC and to all persons interested in ARB-sponsored
research. The plan outlines the Board's general
research priorities and its goals and objectives relative to
each. The plan also identifies a sequence of candidate research
projects which are intended to help guide Board staff and
prospective researchers.
Policy approval of the proposed plan would provide a clear
direction for ARB research. Staff anticipates that the Long
Range Plan would be reviewed annually by the Board and revised as
required. The plan is subject to potential resource limitations
from budget decisions yet to be made by the Administration.

Executive Briefing on an ARB Staff Report: The Role of Oxides of
Nitrogen in California Air Quality.
RECOMMENDATION
The Board direct the staff to release copies of draft report,
"The Effects of Oxides of Nitrogen on California Air Quality"
to the public and request comments which will be considered for
incorporation in a final report.
DISCUSSION
The California Air Resources Board has been concerned with the
effects of nitrogen oxides for many years because emissions of
nitrogen oxides contribute to three out of the four pollutants
for which the national ambient air quality standards are exceeded
in much of California. Although many measures to control
nitrogen oxide emissions have been implemented and are effective,
the ARB is concerned that the public may not be fully aware of
the reasons which support continued efforts to control nitrogen
oxide emissions. This lack of awareness can lead other public
agencies, affected members of the regulated community, and the
public to misunderstand California's air pollution control
program.
The staff has prepared a comprehensive, technical report of the
air quality impacts of nitrogen oxide emissions, the report will
be released next week to the public for review and comment. The
report concludes that nitrogen oxide emissions exacerbate
California's air quality problems including nitrogen dioxide,
ozone, particulate nitrates, acid deposition, and visibility
impairment.
Today, the staff is presenting to the Board a brief overview of
the contents of that report.
SUMMARY AND IMPACTS OF PROPOSED BOARD ACTION
The recommended Board action of directing staff to release copies
of a draft report has no direct economic or environmental impact,
nor does such action represent a change in existing Board policy.

Adoption of "The Second Annual Report to the Governor and the
Legislature on the Air Resources Board's Acid Deposition Research
and Monitoring Program."
RECOMMENDATION
Staff is recommending that the Board approve the report for
submission to the Governor and the Legislature.
DISCUSSION
The Kapiloff Acid Deposition Act requires the Board to report
annually, not later than January 1, on its activities, findings
and recommendations relative to acid deposition. The draft
second annual report describes the Board's ongoing and planned
research and monitoring efforts. The report also discusses the
current and long-term problem of shortfall in fee revenues due to
reduced emissions from major sources of SOx and NOx. The staff
describes possible alternatives and recommends that the shortfall
in funds be mitigated through the use of available funds from
motor vehicle-related revenues.
SUMMARY AND IMPACTS OF PROPOSED BOARD ACTION
Board approval of the report would result in its submittal to the
Governor and the Legislature, making them aware of the progress
to date and the funding problem.
