1.   Consideration of "Authorization" of Laboratories.

2.   New Car Factory Installation Procedure.
          Applicability of criteria:

          (h)  fuel consumption, and vehicle performance.
          (j)  odor, noise, oxides of nitrogen and aldehydes with
               and without the device.

These are all comparative tests.  With factory built-in systems
where the entire vehicle is new, no comparison exists.  In the
case of each of these, there is no industry standard, one model
varying greatly from the next.
