Application for Accreditation of an Exhaust Emission Control
System for Used Vehicles.


This report presents the staff evaluation of the Emission Control
Technology, Inc., exhaust emission control system for used
vehicles.  The bases of evaluation and the requirements set forth
in the California Health and Safety Code, Sections 39107 and
39175 to 39184, and Title 13 of the California Administrative
Code, Chapter 3, Subchapter 2, Articles 2 and 3.


Staff Report on Petition for Boundary Change Between San Joaquin
Air Basin and Southeast Desert Air Basin.

The coordinating councils of the San Joaquin Valley and the
Southeast Desert air basins in letters dated June 9, 1971 and
August 5, 1971, have requested that the common boundary between
the air basins be revised to place the Tehachapi area within the
Southeast Desert Basin.

A notice of the public hearing to consider this change issued on
August 12, 1971, is attached.  No statements or arguments
relative to this change have been received to date.

The topographic openness of this area to the southeast direction
and the predominant wind direction toward the desert make the
control of sources in this area more important to the desert
community than to the valley community.

Approval of this request is recommended.


San Luis Obispo County Requests for Exemption from Agricultural
Burning Guidelines.


The Board's's guidelines on agricultural burning provide that
areas above 4000 feet are exempted from the guidelines, and that
air pollution control districts may apply to the Board to have
large, remote and sparsely populated areas between 2000 feet and
4000 feet elevation exempted from the guidelines.  In accordance
with these provisions, San Luis Obispo County has requested that
an 864 square mile area be exempted.  The area encompasses that
part of the county south of 35 30' N latitude and east of 120
7.5' W longitude (see Figure 1).  Included in the area are the
Carrizo Plain, and the Northern part of Cuyama Valley.


Emission Measurements from Vehicles Modified to Operate on
Natural Gas or Liquid Petroleum Gas Fuel.


The Air Resources Board has requested the staff to submit an
updated report on emissions from vehicles utilizing liquefied
petroleum gas (LPG) and natural gas fuels.

The Board's Laboratory started emission tests in May 1969 on a
fleet of ten State vehicles supplied by the Department of Public
Works and modified to run on natural gas or gasoline.  A similar
fleet of five vehicles belonging to the City of Los Angeles was
modified and tested.  The two fleets of natural gas fueled
vehicles received periodic tests over a one year period.  In July
1970, a total of ten State vehicles (4 sedans, 2 pickup trucks,
and 4 utility body trucks) were converted to operate entirely on
