Public Hearing to Consider Yolo-Solano Air Pollution Control
District's Appeal Concerning Subvention.
RECOMMENDATION
Adopt Resolution No. 73-44 (Attached).
SUMMARY
The Executive Officer has disapproved the Yolo-Solano Air
Pollution Control District's revised application for subvention
for the 1972-73 subvention funds. These disapprovals are being
appealed by the District based on the provisions in Section 90500
of the Subvention Regulations.
A public hearing as required by Section 90500 of the subvention
regulations is being held at this meeting. Attached are a staff
report, copies of letters notifying the District and the Chairman
of the Coordinating Council of this hearing and a letter from the
Yolo-Solano Air Pollution Control District Board appealing to the
Air Resources Board for a review of the staff decisions.
Copies of the approved application and the disapproved revised
application from the Yolo-Solano Air Pollution Control District,
a copy of the disapproved final claim, and copies of
correspondence notifying the District of the Executive Officer's
action are also attached.

Guidelines for the Review of Subvention Applications.
RECOMMENDATION
Guidelines need not be adopted by the ARB. They are being
presented for Board's information.
DISCUSSION
Guidelines are required to implement subvention regulations. The
guidelines which will be used by the ARB staff were developed
based on the adopted regulations, and on comments and suggestions
from local personnel.

Consideration of Applications for the Extension of Open Burning
at Disposal Sites.
RECOMMENDATIONS
Adopt Resolutions 73-42, 73-43, and 73-45.
SUMMARY
Requests for time extensions of open burning in 26 dump sites
have been received and processed. One of the dumps has been
phased out; twenty-two sites meet Board criteria for time
extension; three do not.

Reduction Action Committee, will be made at the Board meeting.

Report on Control Progress - Simpson Lee Paper Company and
Kimberly-Clark Corporation.
RECOMMENDATION
None. This is an informational report.
SUMMARY
The status of control of Kimberly-Clark and of Simpson Lee
Companies are summarized. Kimberly-Clark has proposed a schedule
similar to the one recommended by the staff. The status of
Simpson Lee has not changed from that reported to the Board in
Eureka on May 2, 1973. The staff has not yet come up with a
recommendation pending a study of control efforts of other pulp
mills in California.
ITEM NO.: 73-18-7
Status of Regulations on Air Pollution Records.
RECOMMENDATION
Minor changes will be needed on regulations on air pollution
records. A public hearing is proposed for September 18, 1973,
the date of the next Air Resources Board meeting on stationary
sources. No action is required at this time.
DISCUSSION
1. On January 3, 1973 the Board adopted into Title 17 of the
Administrative Code regulations governing air pollution
records. The regulations were based on provisions of
Government Code, Section 6254.7.
2. Subsequent to the adoption of the regulations, the staff
informed the local districts of the Board's action and
advised the districts to adopt the State regulations or
regulations similar to them so that the same general
procedure will be applicable statewide.
3. On July 9, 1973 legislation was enacted which amended
Section 6254.7 of the Government Code. This legislation
states that all air pollution emission data, including those
emission data which may constitute trade secrets, are public
records. It provides that data used to calculate emission
data are not emission data.
4. This law makes the State law consistent with federal
requirements. The districts were advised to change their
regulations, if any, to reflect these changes in the law.
5. Because of this change in the Government Code, the State
regulation which was adopted early this year will have to be
changed slightly.
6. The staff proposes a public hearing to be held September 18,
1973, the date of the next Board meeting, to consider
changes to the State Regulations on air pollution records.
No action is required of the Board at this time.
ITEM NO.: 73-18-8
California Air Quality Standards.
RECOMMENDATION
ARB schedule a public hearing to consider the following:
1. Sulfur Dioxide: Change the 24-hour standard from 0.04 ppm
to 0.10 ppm.
2. Carbon Monoxide: a) Change the 1-hour standard from 40 ppm
to 35 ppm, and b) change the standard of 10 ppm for 12 hours
to 9 ppm for 8 hours.
3. Suspended Particulate Matter: Change the 24-hour standard
from 100 ug/m3 to 150 ug/m3.
4. Photochemical Oxidants: a) Change the method specified for
photochemical oxidants to methods specific for ozone, and b)
change the photochemical oxidant standard to a standard for
ozone.
SUMMARY
Both the State and national governments have adopted air quality
standards for the pollutants listed above. Having two sets of
standards is confusing and increases the difficulty of assessing
air quality. The changes that are proposed are to make the two
standards more uniform.

Summary of EPA Hearings on Transportation Plans.
RECOMMENDATION
None. This is an information report.
SUMMARY
This report presents a summarization of the testimony presented
at the EPA hearings on the revised transportation control plans
for the Sacramento Valley, San Francisco Bay Area, San Joaquin
Valley, South Coast, and San Diego Air Basins. These hearings
were held on August 6, 1973 in Fresno, August 7, 1973 in San
Diego; August 8, 1973 in San Francisco; August 9, 1973 in Los
Angeles; and August 10, 1973 in San Diego. This summary will be
presented at the Board meeting.
