Following the regular meeting, the Board will meet in a workshop
session with its staff to discuss the motor vehicle emissions
control program. There are no plans to take public testimony and
no action will be taken.

Summary of Manufacturers' 1974 Model-Year Third Quarter Assembly-Line
Reports (January 1, 1974 - March 31, 1974).
RECOMMENDATION
Refer sample size deficiency to the Enforcement Committee.
SUMMARY
The Staff has reviewed the reports submitted by vehicle
manufacturers concerning their third quarter production. Steady-state
inspection control limits are presented in Table I for
hydrocarbon and carbon monoxide emissions. The average exhaust
emissions for the third quarter quality audit (CVS tests) are
shown in Table II by engine family for hydrocarbons, carbon
monoxide and oxides of nitrogen. The Executive Officer has
already taken action concerning reporting deficiencies referred
to in this report.

Availability of Unleaded Fuel for 1975 Model Vehicles.
RECOMMENDATION
None. Informational Item.
SUMMARY
Most 1975 model passenger vehicles sold in California will be
equipped with catalytic converters and these vehicles will
require unleaded fuels to protect the catalysts.
This report reveals that to date the supply of unleaded fuel is
not assured in low population density areas nor under fuel
shortage conditions.

Status Report on Catalytic Device Equipped Test Fleets.
RECOMMENDATION
None. Informational Item.
SUMMARY
Three fleets of catalytic converter equipped vehicles (State
operated) are currently undergoing evaluation at the Board's El
Monte Laboratory. The fleets are equipped with the following
three emission control systems:
1. General Motors advanced catalytic converter emission control
system.
2. Ford advanced catalytic converter emission control system.
3. Universal Oil Products (UOP) retrofit catalytic converter
system.
The General Motors fleet consists of forty-five vehicles. Some
of these have been in State service since November, 1972. Test
data, including deterioration effect due to mileage accumulation
up to 23,240 miles, are within the 1975 California interim
standards.
The Ford fleet consists of fifteen vehicles. The vehicles have
completed the second series of tests conducted four months after
the initial tests. The average emission values are within the
1975 Federal statutory standards.
The one-hundred car UOP fleet has been under test for sixteen
months. The fleet vehicles (1966 and later model year cars) are
equipped with retrofit catalytic converter devices. Test data
show that the emission control systems have been effective in
reducing carbon monoxide and hydrocarbon emissions. The emission
levels have been stabilizes since the four-month test.

Progress Report of Mandatory Inspection of Vehicular Emission
Control Systems Mandated by SB 479.
RECOMMENDATION
None. Informational Item.
SUMMARY
Senate Bill 479 establishes a mandatory vehicle emission
inspection and maintenance program to be implemented by the
Department of Consumer Affairs and the Air Resources Board, with
the cooperation of the Department of Motor Vehicles and the
California Highway Patrol. The Bill is lengthy and somewhat
complicated. The purpose of this informational report is to
highlight the provisions of the Bill, give a progress report of
the work being done to implement it, and discuss some of the
issues that still must be studies and resolved.

Summary Report of the Exemptions Granted from the Prohibitions of
Vehicle Code Section 27156.
RECOMMENDATIONS
None. Informational item.
SUMMARY
By authority of legislation enacted in 1966, Section 27156 was
incorporated into the Vehicle Code prohibiting the operation of
motor vehicles unless required emission control systems are in
proper operating condition. As originally adopted, Section 27156
did not allow any alterations or modifications of these control
systems.
Section 27156 was subsequently amended in 1970 to allow
alterations or modifications that have been found by the Air
Resources Board not to reduce the effectiveness of the emission
control systems. Resolution 71-2 which established criteria to
evaluate alterations or modifications was adopted by the Air
Resources Board. This report summarizes the Staff activities
associated with Section 27156 exemption applications since the
adoption of Resolution 71-2.

Fifth Quarterly Report on the Efforts and Progress of
Manufacturers in Meeting the 1975 and 1976 Federal Statutory
Vehicle Emission Standards.
RECOMMENDATION
Approve this report for forwarding to the Legislature.
SUMMARY
The Air Resources Board Staff has reviewed the vehicle
manufacturers' quarterly efforts and progress reports required
pursuant to Sections 39158 and 39159 of the California Health and
Safety Code. The reports review the manufacturers' efforts and
progress in achieving the exhaust emission goals promulgated by
the Federal Clean Air Act and referred to as the Federal
statutory standards. The vehicle manufacturers' reports for the
period emphasized the investigation of alternatives to the
conventional engine with catalytic control.
The attached staff report emphasizes updates of information and
does not reiterate previously reported efforts and progress
whenever possible.
