Public Hearing to Consider Adoption of the Monterey/Santa Cruz
County Nonattainment Plan (NAP) as a Revision to the State of
California Implementation Plan (SIP) for the Attainment and
Maintenance of National Ambient Air Quality Standards (NAAQS).
RECOMMENDATIONS
That the Air Resources Board (ARB) finds the ozone control plan
for the Monterey/Santa Cruz Counties portion of the North Central
Coast nonattainment area conditionally acceptable for submission
to the Environmental Protection Agency (EPA) as a 1979 SIP
revision. Staff has defined additional actions which should be
taken by Monterey/Santa Cruz governmental agencies to satisfy the
requirements for an acceptable 1979 SIP submission.
SUMMARY
The ARB is the state agency responsible for preparing and
adopting the SIP for submission to the EPA. The nonattainment
plan under consideration was prepared by the Association of
Monterey Bay Area Governments in cooperation with a number of
city, county, and state governmental agencies in response to
Sections 171 through 176 of the Clean Air Act. An approvable
1979 SIP revision for a designated nonattainment area must
demonstrate the attainment of NAAQS for criteria pollutants no
later than December 31, 1982, except that extension may, under
specified conditions, be requested to December 31, 1987 for ozone
and carbon monoxide. The North Central Coast Basin, of which
Monterey and Santa Cruz Counties are a portion, has been
designated nonattainment for ozone only.
The plan consists of a set of industrial, motor vehicle, and
transportation control measures to be developed and implemented
by local, state, and federal government agencies. Some of these
measures are targeted for timely adoption as rules of the
Monterey Bay Unified Air Pollution Control District. Other
measures will continue to be studies and implemented at a later
date.
ARB staff finds that the Monterey/Santa Cruz nonattainment plan
will, with changes, meet the Clean Air Act requirements for a
1979 SIP submission. The staff questions the ability of the plan
to project attainment and maintenance of the ozone standards by
and beyond 1982 in view of the predicted population and
industrial growth in the area. Staff identifies additional
actions which are needed to assure continued compliance with the
requirements of the Clean air Act and recommends that an
extension beyond 1982 is needed to assure attainment and
maintenance of the ozone standard.
