Public Hearing Concerning Proposed Revisions to Coordinated
Basinwide Air Pollution Control Plans - Emissions from Gasoline
Marketing Operations.

                          RECOMMENDATION

To be made after public testimony at the meeting.

                             SUMMARY

Eleven districts are required to adopt gasoline marketing vapor
recovery rules; the remaining district has scheduled a public
hearing to be held on January 27, 1975.  Some of the districts'
rules deviate from the Board's guidelines.  Board action may be
required to eliminate these deviations.

At the December meeting the Board was advised that before the
Board could amend vapor recovery rules adopted by APCDs the basin
plans of the South Coast, San Joaquin Valley, and Sacramento
Valley Air Basins would have to be revised.  This is the public
hearing on revision of the basin plans for these three air
basins.  A notice of public hearing was issued by the staff on
December 4, 1974.  Since then, the San Joaquin Valley and
Sacramento Valley Air Basin Coordinating Councils have filed
revisions to their basin plans.  The South Coast Air Basin
Coordinating Council has indicated that it plans to file a
revision by mid-February.  The San Joaquin Valley and Sacramento
Valley Air Basin revisions, and some of the APCDs' rules are
discussed in the staff report.

Included in this report are proposed resolutions 75-4, 75-5, and
75-6 which, if adopted, would revise the basin plans of the South
Coast, Sacramento Valley, and San Joaquin Valley air basins
respectively.  The proposed revisions are attached.

Status Report on Delegation of Authority by EPA for Enforcement
of New Source Performance Standards and National Emission
Standards for Hazardous Air Pollutants.

                          RECOMMENDATION

This is an informational report.

                             SUMMARY

The Clean Air Act requires the Administrator of EPA to establish
performance standards for new sources of air pollutants and for
sources of hazardous materials.  The act also provides that
enforcement of these standards may be delegated to the State. 
The Air Resources Board has requested delegation of authority
from EPA for enforcement.  EPA has not, however, granted the
request because the provision of EPA regulations for delegation
need to be fulfilled before enforcement authority is delegated. 
This report describes the plan for achieving delegation and the
current status of the delegation program.  After the required
local regulations and enforcement procedures are adopted, the ARB
plans to request delegation on a district by district basis.

Oxidant Calibration Procedures Report.

                          RECOMMENDATION

None; this is an informational item.

                             SUMMARY

A report on the status of the Oxidant Calibration Committee's
progress in the development of recommendations for the instrument
calibration procedures to be used in measuring ambient air
oxidant levels will be presented by Mr. William DeMore, Chairman
of the advisory committee.  The Committee's preliminary findings
on the accuracy of the methods used by the Los Angeles Air
Pollution Control District and the Air Resources Board were
discussed at the November 14, 1974 Board meeting.
