                         ITEM NO.: 75-1-2

Public Hearing Regarding Proposed Changes to the Highway and
Mandatory Inspection Exhaust Emission Standards.

                          RECOMMENDATION

Adopt Resolution 75-2.

                             SUMMARY

The staff has reviewed its surveillance data and has verified the
California Highway Patrol's findings that 1966-67 Volkswagens
would be expected to fail the 1966-1970 idle exhaust emission
standards for the highway and mandatory inspection programs by a
higher than average rate.  The staff thus proposes new standards
to correct this inequity.

In the attached staff report, Executive Officer authority is
requested to exempt vehicles which have tune-up specifications
incompatible with the highway and idle mandatory inspection
standards.  The staff further proposes that Section 2176, title
13 of the California Administrative Code be amended so that there
is clear differentiation between the hydrocarbon and carbon
monoxide standards which may not be exceeded and the NOx
standards which serve only as a screening test for malfunctioning
NOx control systems.  A rotary engine classification and minor
language changes are also discussed.

Proposed Emergency Action Regarding Exemption of Heavy-Duty
Diesel-Powered Vehicles from Certificate of Compliance
Requirements.

                          RECOMMENDATION

Adopt Resolution 73-8-B.

                             SUMMARY

Subsection 4000.1(b) of the Vehicle Code authorizes the Air
Resources Board to exempt designated classes of motor vehicles
from the requirement that certificates of compliance be obtained
to complete initial registration and transfer of ownership.  For
the past two years, 1973 and 1974, the Board has exempted
heavy-duty Diesel-powered vehicles from this requirement.  Though
the staff has been working cooperatively with the Interagency
Committee to implement this program at the official motor vehicle
pollution control stations, this program will not be implemented
until January, 1976.  Under the circumstances, the staff
recommends the exemption be extended through 1975.  Since the
exemption expired December 31, 1974, the staff also recommends
that this exemption be extended by emergency regulation to be
effective immediately upon filing with the Secretary of State and
that the Executive Officer initiate proceedings to confirm this
action within the required 120 days.

Consideration of Air Quality Products' Application for
Accreditation of its Pure Power-Electro-NOx Control Device for
1966-70 Class (d, e and f) Vehicles.

                          RECOMMENDATION

Adopt Resolution 75-3.

                             SUMMARY

Air Quality Products has submitted an application for
accreditation of its Pure Power-Electro-NOx device as an NOx
control device.  The application is intended for class (a)
through (f) 1966-70 model-year vehicles.  However, at the time of
this report writing, the applicant had not completed the
accreditation testing of all classes of vehicles.  At the
applicant's request, the evaluation of classes (d, e and f)
vehicles is being presented at this time.

The Pure Power-Electro-NOx device is a vacuum spark advance
disconnect (VSAD) device.  VSAD is accomplished by an adjustable
engine vacuum from reaching the distributor vacuum advance
mechanism at speeds up to 57 mph.  Confirmatory tests by the Air
Resources Board Laboratory show that the device satisfies the 42%
NOx reduction standard and is effective at 55 mph.  It is the
staff's opinion that the criteria of the NOx control device test
procedures have been satisfied; the staff recommends
accreditation.

Summary of New 1975 Model-Year Vehicle and Engine Approvals.

                             SUMMARY

This report presents tables listing 1975 model-year vehicles and
engines approved by the Air Resources Board for sale in
California as of December 19, 1974.  The certification emission
test results for all vehicles and engines tested are also listed. 
This report is published in partial fulfillment of the
requirements of Section 39052(j) of the Health and Safety Code.
