00-11-1 | Public Meeting to Consider a Research Proposal Staff recommends that the Air Resources Board approve Proposal Number 2470-217 entitled "Development and Application of an Ambient Aerosol Concentrator and Exposure Facility: The Conduct of Inhalation Studies to Assess the Health Effects of Particulate Matter in the Los Angeles Basin," submitted by the University of California, Los Angeles, for a total amount not to exceed $539,229. |
00-11-2 | Public Meeting to Consider the Adoption of the Proposed Guidelines for a Zero
Emission Vehicle Incentive Program Pursuant to AB 2061 (Lowenthal) *POSTPONED* AB 2061 (Lowenthal) creates an $18 million zero emission vehicle (ZEV) incentive program that provides grants totaling up to $9,000, to be paid over three 12-month periods, to qualified private and public consumers that lease or purchase a new ZEV between October 1, 2000, and December 31, 2002. Staff has prepared proposed program guidelines that specify criteria for qualified recipients, criteria for eligible ZEVs, procedures for determining the maximum available grant, procedures for administering the program, and criteria to be met by local air quality management districts and local air pollution control districts volunteering to administer the program. |
00-11-3 | Public Meeting to Consider the Proposed Revision 2000 to the Carl Moyer Program The original Carl Moyer Program Guidelines were approved by the Air Resources Board in February, 1999. The program provides funds to the local air districts to pay for emission-reducing projects that include replacing older engines in mobile equipment with newer, cleaner engines, or purchasing new engines that go beyond current emission requirements. Staff proposes revisions to the guidelines to address requirements for the Carl Moyer Program which were enacted by the Legislature in October, 1999; to implement Carl Moyer Program Advisory Board recommendations pertaining to particulate matter reductions and district matching fund requirements; and to incorporate emission factors based on the most recent approved emission inventory data. |
00-11-4 | Public Hearing to Consider the Adoption of the
Proposed Follow-Up Amendments to the California Phase 3 Reformulated Gasoline Regulations Staff is proposing revisions to the California Phase 3 Reformulated Gasoline (CaRFG3) regulations. The CaRFG3 regulations were adopted by the Board on December 9, 1999, via Resolution 99-39, with direction to the staff to return to the Board with proposals to address remaining issues as follow-up regulatory amendments to the CaRFG3 regulations. |
00-11-5 | Public Hearing to Consider Amending the Test
Methods Designated for Determining Olefin Content and Distillation Temperatures of Gasoline Staff is proposing amendments to the designation of the test methods used to measure the olefin concentration and the distillation methods used to measure the olefin concentration and the distillation temperatures of gasoline. The methods proposed are a modified version of ASTM D6550-00 for olefins and ASTM D86-99ae1 for distillation temperatures. The updated methods would be used to determine if motor vehicle gasoline complies with ARB's Phase 2 and forthcoming Phase 3 reformulated gasoline requirements. |
00-11-6 | Public Hearing to Consider Amending the Area
Designations for State Ambient Air Quality Standards Staff is proposing amendments to the area designation regulations with respect to the State ambient air quality standards. Specifically, staff is proposing to redesignate Butte, Glenn, and Mono Counties from nonattainment-transitional to nonattainment for the State ozone standard. In addition, staff is reporting area designations with respect to the national ambient air quality standards as currently in effect. |

appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance
to speak.
