99-7-1 | Public Hearing to Consider the Adoption of Portable Fuel Container Spillage Control Regulations; and Portable
Gasoline Container Emissions Inventory 1) California's emissions inventory for portable gasoline containers is an estimate of the amount of hydrocarbon emitted during fuel storage, spillage while in transport, and spillage during refueling of equipment. This is the first time that the Air Resources Board (ARB) has compiled and accounted for hydrocarbon emissions from portable gasoline containers; 2) Staff will present a proposal to reduce emissions from portable fuel containers by requiring containers sold after December 31,2000 to meet four performance standards (automatic closure, automatic shut-off, one opening, and permeation). The proposal is estimated to reduce approximately 76.2 tons/day of reactive organic gas (ROG) emissions statewide (33 tons/day in the South Coast Air Basin) in 2007. The cost effectiveness of this proposal is estimated to be $1.72 per pound of ROG reduced. |
